This bill aims to promote the accessibility and affordability of behavioral health and substance abuse services for recipients of MassHealth, the Massachusetts Medicaid program. It requires entities under contract with the state's Medicaid division, as well as any health maintenance organizations (HMOs) established under the Medicaid program, to provide copies of any subcontracts or agreements with other entities for the administration or management of behavioral health or substance abuse services. Additionally, these contracts and subcontracts must disclose any agreements with private equity entities, loan agreements, or other investment interests. The bill also mandates that these contracted entities and subcontractors file annual reports with the state's Executive Office of Administration and Finance detailing the total compensation or income of their ten highest-paid executives, employees, partners, or shareholders.
