This bill aims to require equivalent Medicaid reimbursement rates for out-of-state providers that contract with MassHealth, the Massachusetts Medicaid program. Specifically, the bill prohibits the executive office or designated governmental unit from establishing inpatient or outpatient rates for services provided by out-of-state acute hospitals that are higher than the rates established under the hospital's own state Medicaid program for services of the same acuity. It also extends this requirement to health maintenance organizations (HMOs) organized under Massachusetts law that provide coverage for MassHealth enrollees.
