Bill Summary
Relative to establishing a foreign language education seal of biliteracy for students. Education.
AI Summary
This bill establishes a State Seal of Biliteracy to be awarded by school districts to high school graduates who have met academic benchmarks in one or more languages in addition to English. The purposes of the Seal are to encourage language study, certify biliteracy attainment, provide employers and universities a way to identify individuals with language skills, prepare students with 21st century skills, recognize and promote foreign and native/heritage language instruction, and strengthen intergroup relationships and appreciation for diversity. The Department of Education will develop the criteria and guidelines for the Seal, as well as an appropriate insignia to be placed on diplomas or transcripts. School districts that participate in the program must maintain records to identify Seal recipients and affix the insignia accordingly.
