This bill authorizes regional transit authorities in Massachusetts to establish enterprise funds for specific projects. Revenues and receipts generated from these enterprise fund projects would be credited to the fund and used for various purposes, including paying off bonds issued to finance the project, maintenance and operations, and implementing traffic mitigation plans. The income and expenses associated with the enterprise fund would be excluded from the authority's net cost of service calculation, and the bonds issued for these projects would be considered special obligations of the authority, not general obligations of the Commonwealth.
