This bill establishes a task force to make recommendations on establishing statewide certification and updating training standards for sexual assault counselors. The task force will include representatives from various organizations, such as the Department of Public Health, the Governor's Council to Address Sexual Assault and Domestic Violence, Massachusetts Independent Rape Crisis Centers, the Victim Rights Law Center, Jane Doe, Inc., and the Massachusetts Office of Victim Assistance, as well as a sexual assault survivor. The task force will examine the statutory definitions of "rape crisis center" and "sexual assault counselor," the curriculum and training requirements for certification, the feasibility of establishing licensure for rape crisis centers, and the potential for continuing education and college credits. The task force will submit a report with its findings and any proposed legislation by December 31, 2017.
