This bill aims to promote the adoption of zero-emission vehicles (ZEVs) in Massachusetts. It does this by: 1. Establishing a grant program to provide rebates to consumers for purchasing or leasing ZEVs, to be funded by the RGGI (Regional Greenhouse Gas Initiative) Auction Trust Fund. The commissioner of the Department of Energy Resources is directed to set the criteria and administer the program. 2. Establishing a separate grant program to provide rebates to consumers, private institutions, and municipalities/public entities for purchasing and installing electric vehicle (EV) charging stations, also funded by the RGGI Auction Trust Fund. The commissioner is tasked with setting the criteria and administering this program. 3. Requiring the Department of Energy Resources to publish a guide to assist cities and towns in developing programs to allow residents without off-street parking to install curbside EV charging stations. 4. Requiring utility distribution companies to submit proposals to the Department of Public Utilities for approval of opt-in EV time-of-use rates, to encourage efficient use of the electric grid. 5. Requiring the Department of Energy Resources to conduct a study on the costs and benefits of EV adoption, including impacts on the electric distribution system and rates. 6. Requiring the Department of Energy Resources and Department of Transportation to identify high-priority state and federal highway routes for public EV charging station installation.
