This bill aims to reduce the liability of acute hospitals to the Health Safety Net Trust Fund. It makes the following key changes: 1. Amends the existing law to clarify that the Health Safety Net Trust Fund is to be administered by the office, and that the office can require payments to the fund consistent with surcharge payors' liability as determined under the law and further regulations. 2. Revises the language describing the composition of the Health Safety Net Trust Fund, specifying that it shall consist of payments from surcharge payors under section 68, appropriations for payments to acute hospitals or community health centers for services to uninsured and underinsured residents, transfers from the Commonwealth Care Trust Fund, and other property and securities acquired through the fund. 3. Repeals section 67 of the existing law. 4. Amends the law to allow the office to allocate any shortfall in revenue to cover projected costs among the surcharge payors in proportion to their required surcharge payments for that fund fiscal year.
