This bill establishes a Library Facilities Improvement Fund in the West Virginia state treasury to support public library facilities construction, renovation, maintenance, and improvement projects. The fund will consist of appropriations from the legislature, external sources, repayments of loans made by the West Virginia Library Commission, and investment earnings. The Library Commission will administer the fund, evaluating projects on a competitive basis and providing loans for energy-saving and critical maintenance projects. The Commission will also propose rules to govern the program, including the proposal and review process, evaluation criteria, and other provisions for administration. Any balance in the fund at the end of each fiscal year will remain in the fund and be used for the stated purposes, and the Commission may use up to 4% of the fund for administrative expenses.
