That the city of Chicopee be authorized to lease a certain building in said city for a term of twenty-five years. Municipalities and Regional Government. [Local Approval Received.]

AI Summary

This bill authorizes the city of Chicopee to lease a certain building, previously used as the Chicopee Falls Branch Public Library and authorized for use as a public school facility, to a nonprofit organization for a term of 25 years with an option to renew for the same term. The nonprofit organization must use the building, or a portion thereof, to provide educational services, which include an accredited Head Start program, programming or resources for children attending schools, or other services approved as educational by the city council and mayor. The lease is not subject to certain provisions of state law regarding leasing municipal property. Additionally, the bill specifies that the building is considered corporate property of the city restricted to use as a school building, and the city must record a deed or other written instrument demonstrating it is released from any contrary terms or conditions in its title to the property.
