This bill seeks to amend Massachusetts law to prohibit the transport and combustion of certain hazardous materials, such as construction debris containing arsenic, lead, cadmium, or asbestos, in biomass-fueled facilities that generate electricity for the regional power grid. The bill also requires the Department of Public Health to conduct a public health impact analysis of proposed biomass facilities that consume more than one ton of combustible material per hour, examining the impact on cancer and asthma rates within a 20-mile radius of each facility. Additionally, the bill requires the Massachusetts Environmental Policy Act (MEPA) unit to mandate a full Environmental Impact Report for any proposed biomass facility of that size before approving its operation.
