This bill mandates the closure of the Saugus ash landfill, also known as the Wheelabrator Saugus Ash Landfill or Saugus Ash Monofill, by the earlier of three scenarios: 1) December 31, 2022; 2) when the final two of the five drainage valleys are filled to a 2% slope, comprising 39 acres and 400,000 cubic yards of airspace; or 3) when Wheelabrator Saugus disposes of 450,000 tons of ash or other material at the landfill starting January 1, 2017. The bill overrides any existing laws to the contrary and requires the landfill to cease operations and install a final, permanent cap once any of these three conditions are met.
