It establishes an English Learner Parent Advisory Council to advise schools on matters related to English learner education. 4. It directs the state to conduct on-site evaluations of English learner programs every 3 years and review dropout rates. 6. It provides funding for community-based English tutoring programs for parents and others who pledge to tutor English learners. 7. It creates new educator certification and endorsement pathways for teachers and administrators of language acquisition programs, including dual language programs.
