This bill authorizes two or more municipalities in Massachusetts to establish regional commissions on disabilities, with the approval of the director of the Massachusetts Office on Disability. The regional commissions will research local issues for people with disabilities, advise municipalities on compliance with relevant laws and regulations, coordinate programs, review and make recommendations on policies and services, and provide information and technical assistance. The bill sets out the composition and governance of these regional commissions, including that a majority of members must be people with disabilities or their family members. It also allows other municipalities to join the regional commissions and establishes a process for municipalities to leave the commissions.
