This bill amends Chapter 22C of the Massachusetts General Laws to provide alternative dispute resolution options for state police officers who have been charged and tried by a trial board. Under the new provisions, an officer aggrieved by the trial board's finding can petition the Civil Service Commission or the American Arbitration Association to review the finding de novo. The Commission or an arbitrator will then determine whether the finding and punishment were justified, and their decision is final and binding on the parties. The bill also prohibits the colonel from reinstating an officer who has been dismissed from the force or who resigns while facing pending charges.
