This bill creates the Massachusetts Transportation and Environment Equity Fund to fund new rail service or enhanced commuter rail service in underserved communities. The bill establishes various fees, including a "green fee" on certain vehicle registrations, an "emissions fee" based on vehicle mileage, and fees on car rentals and parking, to provide revenue for the fund. The bill also allows the Department of Transportation to collect tolls on large commercial trucks and directs that revenue to the fund as well. The fund will be used to pay for the costs and operating deficits of new rail projects that are selected and ranked based on criteria such as cost-effectiveness, economic benefits, and service to environmental justice communities. This bill also preserves the right-of-way for the proposed North-South Rail Link project.
