This bill amends Section 59 of Chapter 140 of the General Laws to allow a person, including a Class 1 licensee (a dealer licensed to buy and sell motor vehicles), to appeal the decision of a licensing board or officer to approve and grant a Class 1 license to another party. The bill gives the licensee standing to challenge the issuance of a Class 1 license to another party if the licensee alleges that the requirements of Section 58(b) have not been satisfied. The Registrar of Motor Vehicles is required to establish a process for handling such challenges and must render a decision within 30 days. The bill also provides for a further appeal to the Superior Court by any party aggrieved by the Registrar's decision.
