This bill authorizes the Inspector General to conduct an audit and investigation into Keolis Commuter Services, LLC's performance under its commuter rail operating agreement contract with the Massachusetts Bay Transportation Authority (MBTA). The audit and investigation will examine Keolis' compliance with the representations in its proposal, its performance and other obligations under the operating agreement, its financial obligations and covenants to the MBTA, and any relief or waivers of Keolis' obligations granted by the MBTA. The Inspector General is required to submit a report detailing the findings and recommendations to the Secretary of Transportation, Secretary of Administration and Finance, MBTA General Manager, and the chairs of the Joint Committee on Transportation within 90 days.
