This bill amends Section 28 of Chapter 7 of the General Laws to provide updates to the rules and regulations governing vacation leave, sick leave, and other leave with pay for state employees. Key provisions include: - Allowing state employees who are injured while on duty due to acts of violence to receive their full regular pay without using their sick leave, even if the injury is less than 8 days. - Requiring that rules regulating vacation leave provide for the accrual of such leave by managers on a monthly basis, with the annual rate of accrual pro-rated for the first month. - Requiring that rules regulating vacation leave and sick leave provide that eligible employees be credited with all prior service they performed while employed by the state, including the legislative, executive, and judicial branches, as well as the offices of constitutional officers, with such credit being made retroactively available for up to 3 years. - Allowing the Personnel Administrator to make reasonable differences between the rules and regulations applicable to employees versus managers. - Authorizing the Personnel Administrator to enter into agreements with federal and other state agencies for the training of state managerial personnel.
