This bill proposes to establish a fee on MassHealth health insurance plans, to be paid by beneficiary households with incomes above the federal poverty level. The fee would be assessed on a sliding scale based on income levels, with the total amount collected from all eligible beneficiaries equal to the number of MassHealth beneficiaries with incomes above the federal poverty level multiplied by $2,000. Additionally, the bill would require the state to apply for a federal waiver to make certain changes, including making employees who are offered subsidized health insurance coverage by their employer ineligible for state-funded healthcare programs and instituting a work requirement for able-bodied adults receiving state-funded healthcare.
