Bill Summary
FRESHER Act of 2017 Focused Reduction of Effluence and Stormwater runoff through Hydrofracking Environmental Regulation Act of 2017 This bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to eliminate a prohibition on the Environmental Protection Agency from requiring a permit under the National Pollutant Discharge Elimination System for discharges of certain collected, uncontaminated stormwater runoff from mining operations or oil and gas operations. The Department of the Interior must study stormwater runoff associated with oil or gas operations, including an analysis of: (1) measurable contamination, (2) groundwater resources, and (3) the susceptibility of aquifers to contamination from stormwater runoff associated with the operations.
AI Summary
This bill, the Focused Reduction of Effluence and Stormwater runoff through Hydrofracking Environmental Regulation (FRESHER) Act of 2017, amends the Clean Water Act to eliminate a prohibition on the Environmental Protection Agency from requiring a permit for the discharge of certain uncontaminated stormwater runoff from mining or oil and gas operations. The Department of the Interior is also required to conduct a study on stormwater runoff associated with oil and gas operations, analyzing any measurable contamination, groundwater resources, and the susceptibility of aquifers to contamination from such runoff. The goal of the bill is to address regulatory issues around stormwater management and potential environmental impacts from oil, gas, and mining operations.
