This bill establishes penalties for interfering with aircraft in flight by use of a laser pointer or by operating an unmanned aerial vehicle (UAV) within the flight path of an aircraft. Specifically, it imposes a fine of up to $1,500 for knowingly aiming a laser pointer at an aircraft or operating a UAV in the aircraft's flight path. If this causes a significant change in the aircraft's course or other serious disruption to its safe travel, the penalty increases to a fine of up to $5,000 and/or up to 5 years in prison. The bill provides exceptions for authorized research, development, operations, testing, training, and emergency signaling activities.
