This bill makes several key changes to Medicaid services in Florida: 1. It updates the definition of "rural hospital" to include additional criteria for hospitals to qualify, such as being the sole provider in a county with low population density or being designated as a critical access hospital. 2. It allows the Agency for Health Care Administration (AHCA) to receive funds from state and local governmental entities to make special Medicaid payments, and provides requirements for the local entities to submit letters of agreement and certify the funds. 3. It updates the calculation of "Medicaid payments" to include outpatient enhanced ambulatory payment group rates, in addition to inpatient diagnosis-related group rates, for the Statewide Medicaid Residency Program. 4. It changes the data used to calculate disproportionate share program payments to certain hospitals from the 2007-2009 period to the 2009-2011 period for the 2017-2018 fiscal year. 5. It appropriates over $1.5 billion in non-recurring funds to AHCA for implementing a Low-Income Pool Program, contingent upon federal approval.
