This bill requires public utilities and electric distribution companies to provide prompt and adequate customer service to ratepayers, including prompt installation of new service and service upgrades, and to provide written estimates and itemized bills for any work exceeding $500. The Public Utilities Commission is given the authority to establish customer service standards, evaluate utility performance, and impose penalties of up to $1,000 for violations. Ratepayers can also file complaints with the Commission, which must investigate and rule on them in an expedited manner.
