This bill amends existing law to grant priority enrollment for California residents who are members or former members of the Armed Forces of the United States, including the California National Guard, and who have received an honorable, general, or other than honorable discharge, as well as members or former members of the State Military Reserve. This priority applies to any academic term attended within four years of leaving state or federal active duty at public postsecondary institutions like the California State University and community college districts, with the University of California also requested to implement this policy. Importantly, individuals who received a dishonorable or bad conduct discharge are not eligible for this priority registration. The bill also clarifies that "Armed Forces of the United States" includes various branches and their reserve components, and that the term "member or former member" encompasses students who had to take an academic leave of absence due to being called to active military duty.
