AI Summary

This bill authorizes the Department of Education to award grants to eligible entities, such as partnerships between institutions of higher education and local educational agencies, to establish or support early college high schools or dual or concurrent enrollment programs. The bill also authorizes grants to states to support or establish such programs. The goal is to increase the percentage of students, including low-income and underrepresented students, who complete a recognized postsecondary credential within 100 percent of the normal time.
