This bill allows the city of Lowell to transfer certain parcels of land from the board of parks to the school department for the construction of a new high school. In exchange, the city must transfer other parcels of land to the board of parks for park, open space, or recreational purposes, and complete various recreation development projects on those lands. The bill also requires that the land transferred for the school must revert to the board of parks if it is not developed for school purposes within 5 years.
