This bill: 1. Establishes the Individual Market Reinsurance Fund to provide funding for a reinsurance program in each state to stabilize the individual insurance market, make coverage more affordable, and improve enrollment. 2. Allows the Secretary of Health and Human Services to offer a public health insurance option through the health insurance exchanges that complies with exchange requirements. 3. Increases the eligibility for premium assistance tax credits to individuals with incomes up to 600% of the federal poverty level. 4. Enhances cost-sharing reductions for eligible individuals with household incomes up to 400% of the federal poverty level. 5. Requires drug manufacturers to provide rebates for drugs dispensed to low-income Medicare beneficiaries. 6. Allows the Secretary to negotiate Medicare prescription drug prices with manufacturers. 7. Provides a nationwide prescription drug plan option offered by the Secretary. 8. Provides a 100% federal medical assistance percentage for Medicaid services delivered through collaborative care models that integrate behavioral health services into primary care.
