This bill aims to prevent driver distraction and motor vehicle fatalities. It does this by: 1. Establishing annual proclamations for Massachusetts Sleep Awareness Week and Massachusetts Drowsy Driving Prevention Week to raise public awareness about the dangers of sleep deprivation and fatigue while driving. 2. Defining "hands-free mode" for mobile electronic devices and prohibiting the use of such devices while driving, unless in hands-free mode or for emergency purposes. 3. Increasing penalties for junior operators who violate restrictions on mobile device use, including license suspensions. 4. Requiring the Registrar of Motor Vehicles to develop and implement an annual public awareness campaign on the dangers of distracted driving. 5. Directing the Division of Insurance to study the feasibility of reducing the time unsafe driver points remain on a driver's record. 6. Requiring law enforcement agencies to collect and report data on traffic stops and searches related to mobile device use and other violations, to help identify and address any racial disparities.
