This bill amends the Massport CAC Enabling Act to allow the Massachusetts Port Authority Community Advisory Committee (CAC) to incur annual expenses not exceeding $500,000, starting in the fiscal year commencing July 1, 2017 and continuing annually thereafter. The expenses are for the CAC's duties, obligations, personnel, technical assistance, and office expenses. The CAC must submit the requested annual expenses to the Massachusetts Port Authority by March 31 each year, and the Authority must transfer the requested amount to the CAC on July 1 or on a mutually agreed quarterly schedule. Any remaining balance in the CAC's accounts at the end of the fiscal year will either be returned to the Authority or retained as a credit for the next year's expenses, at the Authority's discretion. The maximum expense level may be increased upon review and approval by the Authority.
