This bill prohibits a person from making a threat to kill or do great bodily injury in a writing or other record, including an electronic record, and transmitting that threat in any manner that would allow another person to view the threat. The bill also exempts certain providers of services, such as internet service providers and hosting service providers, from liability if they provide transmission, storage, or caching of electronic communications that contain such threats. The bill also updates the offense severity ranking chart to include the new offense of "written threats to kill or do great bodily injury" as a third-degree felony.
