This bill amends the District of Columbia Housing Authority Act of 1999 to establish a Public Housing Resident Bill of Rights. The bill requires the District of Columbia Housing Authority to provide a written copy of the Bill of Rights to residents of each occupied unit in housing properties owned, operated, or managed by the Authority, and to make the Bill of Rights available on its website and conspicuously post it at each housing property. The Bill of Rights outlines various rights of public housing residents, including the right to organize a tenant association, observe and comment at Board meetings, stand for election as a resident commissioner, be free from discrimination, file grievances, and have their housing maintained in a safe and sanitary condition. The bill clarifies that the Bill of Rights does not expand or limit existing rights or create new rights under District or federal laws.
