This bill, the Seniors Mental Health Access Improvement Act of 2017, amends the Medicare program under the Social Security Act to: (1) cover marriage and family therapist services and mental health counselor services under Medicare Part B; (2) exclude such services from the skilled nursing facility prospective payment system; and (3) authorize marriage and family therapists and mental health counselors to develop discharge plans for post-hospital services. The bill defines the qualifications for a "marriage and family therapist" and a "mental health counselor" to be eligible for Medicare coverage. It also allows these providers to be paid for their services at 80% of the lesser of the actual charge or 75% of the amount paid to a psychologist.
