This bill exempts fantasy contests from certain regulations. It defines a "fantasy contest" as a simulated game or contest where the operator is not a participant, the prize values are known in advance, the outcomes are determined predominantly by the participants' knowledge and skill, and no outcome is based solely on a single team or player's performance. The bill also defines a "fantasy contest operator" as a person or entity that offers fantasy contests for a cash prize, excluding individuals who serve as the commissioner of no more than 10 fantasy contests in a calendar year. The bill exempts fantasy contests from regulation by the Department of Business and Professional Regulation and from certain gambling-related laws. The bill takes effect on October 1, 2018.
