This bill establishes a 2-year pilot program within the National Laboratories to partner with energy sector entities (known as "covered entities") to identify security vulnerabilities in industrial control systems and research, develop, test, and implement technology platforms and standards to defend against those vulnerabilities. The bill also creates a working group to evaluate the technology used in the program and develop a national cyber-informed engineering strategy to protect covered entities. The bill provides funding for the pilot program and the working group, and includes provisions to protect covered entities from liability and exempt information shared under the program from public disclosure requirements.
