This bill: 1. Prohibits a person from lobbying a community redevelopment agency until they have registered as a lobbyist with that agency. The bill requires lobbyists to disclose certain information, and allows agencies to establish a registration fee and adopt rules governing lobbyist registration. 2. Requires community redevelopment agency commissioners to complete 4 hours of ethics training each calendar year on topics such as the state constitution, the code of ethics, and public records and meetings laws. 3. Expands the definition of a "blighted area" that can be targeted for redevelopment to include factors like higher unemployment, poverty, foreclosure, and infant mortality rates in the area compared to the rest of the county or municipality. 4. Requires community redevelopment agencies to file annual reports on their activities, finances, and progress towards goals, and to publish maps of their geographic boundaries. 5. Authorizes the Department of Economic Opportunity to declare inactive any community redevelopment agency that has reported no revenue, expenditures, or debt for 3 consecutive years. 6. Imposes new restrictions on how community redevelopment agencies can spend tax increment financing funds, limiting administrative costs and prohibiting certain activities like funding festivals or tourism promotion.
