This bill: - Authorizes mobile carriers (electrically powered devices weighing less than 80 pounds, with a maximum speed of 12.5 mph, and designed to remain within 25 feet of the property owner) to operate on sidewalks and crosswalks within a county or municipality when such use is permissible under federal law. Mobile carriers have the same rights and duties as pedestrians on sidewalks and crosswalks, but must not unreasonably interfere with pedestrians or traffic and must yield the right-of-way to pedestrians. - Defines "autocycle" as a three-wheeled motorcycle with a roll cage or roll hoops, seatbelts, antilock brakes, a steering wheel, and seating that does not require the operator to straddle or sit astride it. Autocycles are treated similarly to motorcycles, but a person may operate an autocycle without a motorcycle endorsement on their driver's license. - Exempts mobile carriers and personal delivery devices from vehicle registration and insurance requirements. - Makes other changes related to the regulation and taxation of motor vehicles, motorcycles, and related devices in Florida.
