This bill provides the following key provisions: - Defines "automated driving system" and "fully autonomous vehicle" based on SAE International Standard J3016, and exempts autonomous vehicles from certain traffic laws and duties when operating in autonomous mode. - Allows fully autonomous vehicles to operate in Florida without a licensed human operator physically present in the vehicle. The automated driving system is deemed the operator of the autonomous vehicle when operating in autonomous mode. - Authorizes the Florida Turnpike Enterprise to fund, construct, and operate test facilities for the advancement of autonomous and connected transportation technology. - Preempts regulation of autonomous vehicles to the state, prohibiting local governments from imposing any taxes, fees, or other requirements on autonomous technology or vehicles. - Requires all fully autonomous vehicles to have minimum insurance coverage, including $500,000 in liability coverage, personal injury protection, and uninsured/underinsured motorist coverage. Commercial autonomous vehicles used for transportation services must have at least $2 million in liability coverage. - Makes various other changes to existing laws to accommodate and regulate the operation of autonomous vehicles in Florida.
