This bill revises the definition of "telephonic sales call" to include voicemail transmissions, and prohibits telephone solicitors from initiating outbound voicemail transmissions to consumers, businesses, or donors who have previously communicated that they do not wish to receive such communications. The bill also requires telephone solicitors to ensure that the originating telephone number displayed through caller ID is capable of receiving calls and connects the original call recipient to the solicitor or seller. Additionally, the bill increases the civil penalties for violations of the telephone solicitation law.
