This bill proposes several changes to existing laws in Massachusetts. The first proposal would require members of higher education boards of trustees to complete training from the Department of Higher Education, and terminate membership if they fail to do so. The second proposal would increase fines and make technical corrections to the Uniform Procurement Law (Chapter 30B). The third proposal would create penalties for obstructing information on disabled parking placards, increase suspensions for misuse, and criminalize the use of a deceased person's placard or making counterfeit placards. The fourth proposal would allow the Department of Revenue to provide records to the Office of the Inspector General to aid in preventing and detecting fraud, waste, and abuse. The fifth proposal would require contractors to notify the Office of the Inspector General of certain violations or overpayments, and allow the Office to suspend or debar vendors for not complying.
