This bill, the Medicare Drug Price Negotiation Act, would require the Secretary of Health and Human Services to negotiate lower drug prices for Medicare Part D drugs. The Secretary would identify a set of high-cost or high-utilization drugs for negotiation each year, and if negotiations fail, a fallback price would apply based on the lowest price from certain other government programs. The bill would also require the Secretary to establish a formulary for Medicare Part D plans or mandate changes to plan formularies to take into account the negotiated prices. Additionally, the bill would require drug manufacturers to provide rebates for drugs dispensed to low-income Medicare beneficiaries.
