This bill amends Chapter 64D of the General Laws to allow certain counties in Massachusetts to retain a portion of the deeds excise receipts they collect. Specifically, Bristol, Dukes, Nantucket, Norfolk, and Plymouth counties will be able to retain 20% of the deeds excise receipts they receive starting on July 1, 2018, and Barnstable county will be able to retain 7.5% of the deeds excise receipts they receive. The funds must be deposited into the general fund of the county and can be used to cover the costs of county operations and maintenance or retained for future use. Additionally, the bill requires registers of deeds in counties with a regional council of governments to transmit a portion of the 20% of deeds excise receipts to the treasury of that regional council, based on the relative property valuation of the council's member cities and towns.
