This bill amends the Massachusetts General Laws to authorize boards of health in cities and towns to enter into agreements with residential owners to provide financial assistance, in the form of loans, for the repair, replacement, or upgrade of domestic septic systems that fail to properly treat for nitrogen and meet the applicable nitrogen waste standard. The bill specifies that to qualify for such loan assistance, the septic system must be located within a watershed area of a nitrogen-impaired waterbody, a nitrogen-sensitive area, or a watershed area subject to a total maximum daily load for nitrogen pollution. The bill also allows for loan assistance for the repair, replacement, or upgrade of shared domestic septic systems that meet certain criteria.
