This bill revises provisions relating to the review and adoption of instructional materials, dual enrollment programs, the School Community Professional Development Act, and statewide standardized assessments. Key changes include: - Allowing parents and residents to recommend instructional materials for consideration by district instructional materials reviewers, and requiring the district to contact publishers of recommended materials and provide an opportunity to submit a bid. - Requiring state instructional materials reviewers to recommend only materials that are, at minimum, aligned to the Next Generation Sunshine State Standards and meet other specified requirements. - Providing public access to and the opportunity to submit comments on instructional materials recommended for adoption by state reviewers. - Authorizing the Commissioner of Education to select and adopt instructional materials after conducting a public workshop, and exempting such materials from certain public review procedures if they fully meet or exceed the state standards. - Allowing the statewide English Language Arts and mathematics assessments in grades 3-6 to be paper-based, and requiring grades 7-8 to be paper-based by 2019-2020. - Providing sample curriculum templates for professional development to support implementation of the Florida Standards. - Contingent appropriations are provided to support implementation of the assessment and dual enrollment provisions.
