This bill amends the Congressional Budget and Impoundment Control Act of 1974 to require the Congressional Budget Office (CBO) to determine, upon request from Congress, if a proposed measure would result in reductions in budget outlays in budgetary outyears (the two consecutive 10-year periods beginning 10 years after the budget year) through the use of preventive health and preventive health services. If the CBO determines that the measure would result in substantial reductions in budget outlays, the CBO must include a description and estimate of those reductions in its projections. The bill defines "preventive health" as actions that protect, promote, and maintain health and wellness and prevent disease, disability, and premature death, as demonstrated by credible and publicly available evidence.
