This bill authorizes the Commissioner of Capital Asset Management and Maintenance, in consultation with the Commissioner of Conservation and Recreation, to convey a 4.71-acre parcel of land currently under the care and control of the Department of Conservation and Recreation to the City known as the Town of Franklin. The land is to be used for the purposes of landfill capping, solid waste transfer station, and recycling center, subject to certain requirements. To ensure no net loss of lands protected for natural resource purposes, the Town is required to convey other properties to the Commonwealth under the care and control of the Department of Conservation and Recreation to be held for conservation and recreation purposes. The grantee (the Town) must assume all costs associated with the conveyance, and the instrument of conveyance must include a reversionary clause that stipulates the property shall revert to the Commonwealth if it ceases to be used for the express purposes authorized in this act.
