This bill: - Requires the Department of Children and Families (DCF) to establish an exemption process and adopt rules for documenting when household members with disabilities are unable to be fingerprinted before a child is placed in the home. - Authorizes the court to make certain determinations regarding the placement of a child with a guardian. - Establishes the Guardianship Assistance Program to provide guardianship assistance payments to relatives, nonrelatives, next of kin, and fictive kin who meet the eligibility requirements. - Modifies the Relative Caregiver Program, including ending the acceptance of new applications after June 30, 2019 and continuing benefits for current participants. - Makes various other changes related to child welfare, including requirements for family foster home licensing, adoption assistance, and reporting of institutional child abuse.
