This bill amends the Government Data Collection and Dissemination Practices Act to facilitate the sharing of data among agencies of the Commonwealth and between the Commonwealth and political subdivisions. It clarifies the definition of "proper purpose" to include the sharing or dissemination of data or information to streamline administrative processes, reduce paperwork, improve program management, prevent fraud, conduct research, and aid in policy development. The bill also allows agencies to collect information directly from the data subject or through the sharing of data with other agencies to accomplish a proper purpose.
