This bill: 1) Provides a complete defense against any claims or actions under California law for public employers, employee organizations, and others for requiring, deducting, receiving, or retaining agency or fair share fees from public employees prior to the Supreme Court's Janus v. AFSCME decision on June 27, 2018. This applies to pending claims as well. 2) Expands existing requirements for state agencies to establish affirmative action programs and report on the employment of individuals with disabilities, including an evaluation of reasonable accommodation policies and practices. 3) Allows employees hired by the Kern County Hospital Authority on or after the operative date of the act to participate in the Kern County Employees' Retirement Association, subject to the discretion of the retirement board. 4) Requires the Department of General Services to review and report on policies, procedures, and purchases related to reasonable accommodations for state employees. 5) Appropriates $1.371 million from federal grant funds to the Department of Industrial Relations for expanding or supporting existing apprenticeship programs and activities. 6) Declares the bill to take effect immediately as a budget-related measure.
