This bill: Requires lead paint inspection prior to home purchases and tenant turnover. It establishes a statewide educational program on lead hazards for tenants, property owners, realtors, insurers, and local officials. The bill requires municipalities to inspect single-family, two-family, and multi-rental dwellings for lead-based paint hazards at tenant turnover, charging fees to cover the costs. Rental properties certified as lead-safe or constructed after 1978 are exempt. The Department of Community Affairs must create a lead hazard seminar for landlords, who can then self-inspect their properties if certified as lead-safe within the past 5 years. The bill also amends existing laws related to lead hazard inspections and the central lead screening database maintained by the Department of Health.
