Revise certain provisions regarding the arrest of certain victims of domestic abuse.

It states that a law enforcement officer called to the scene of a domestic abuse complaint is not required to arrest any victim of domestic abuse for an outstanding warrant if the victim is not otherwise liable for arrest for the present incident of domestic abuse and the outstanding warrant is for a non-violent misdemeanor offense. The victim is subject to arrest on the outstanding warrant after 72 hours have passed since the domestic abuse call.
